The Sheepshed Bay - Ruling fair?

I bet the #1, so automatically I figured I lost, the horse reared up and started last only to end up finishing 3rd. The ruling sucks, but what can you do, you are at their mercy.

    Rules are rules, but he's a non-starter IMO.
