Question on P4 Payoff with Dead Heat

DRF.com shows that the late P4 at Spa yesterday (R9-R12) paid the same if you had the 3 or the 6 in the Travers: $2 Pick 4 (2/9-8-1-3/6) 4 Correct Paid: $990.00 Pick 4 Pool $1,837,082.00.
How can this be? This seems grossly unfair to anyone playing the 3 but maybe this is not correct? I see the P6 payoffs under R13 are shown same way.
I would have been pissed if I had the 3 but pleased if I had the 6.
