Explain NYRA p5 policy?

can someone please explain to me the thought behind NYRA only offering the late pick 5 to on track and A accounts? This won't bring any more people to the track and in the end only hurts the daily handle, but what do I know? If the handle on a late pick 5 reaches 500k, I will be surprised?

    they did it last week too...just residents of ny and maybe drfbets...last week they had 500k in early pk 5 but when they restricted the late pk5 it only got to 70k..stupid
