Belmont, race 4, claim prize?

In race 4 of the Belmont, there is a claiming prize of $0, what does that mean?:sad:

    it was a race that the owners could have sold their horses....but
    all of the owners said no.....so no horses in this race will be put up
    for sale.

    If you look at the conditions of the race, you see the word Optional Claiming which means the horses can be in for the claiming price of $55,000 but all these horses are not, it is just an allowance race in this case!
