My father told me yesterday that delaware is starting this hold on exacta in which in the 2nd race the ex paid 68 if you are on track and 61 off track....more and more fees...

Its a promotion they are using to encourage on track wagering. From what I remember correctly, it doesn't negatively alter the payouts to off track wagering, just gives a bonus to those at the track.

Pretty bright idea in my opinion.
