    Sounds like smart management having horsemen's best interest at heart trying to quash the bad publicity that is tied in to this type of behavior.

    Think about it, would you want to be aboard a thousand pound animal knowing the jockey next to you is intoxicated? They risk their lives enough when everyone is dead cold sober.
